If you want to create an enterprise application to set up SAML, you should select Integrate any other application you don't find in the gallery (Non-gallery) and not Register an application to integrate with Microsoft Entra ID (App you're developing). This is because SAML configuration won’t be available from the latter because it’s for OIDC/OAuth-based applications while the former is for SAML-based custom applications.
